As per rules set by the Ministry of Road Transport and Highways, teenagers aged 16 and above can apply for a licence, but only for specific types of vehicles.

Which Vehicles Are Allowed at 16?

At the age of 16, a licence is issued under the Motorcycle Without Gear (MCWOG) category. This means the licence is valid only for gearless two-wheelers with an engine capacity of up to 50cc.

In simple terms, only low-powered scooters or similar gearless vehicles can be legally driven at this age. It is important to note that this does not allow teenagers to ride all types of bikes or drive cars.

Which Vehicles Are Not Allowed?

Anyone below 18 years of age is not permitted to drive cars, geared motorcycles, or any other light motor vehicles. The minimum legal age for these vehicles remains 18 years.

Parental Consent Is Mandatory

Another key requirement is parental or guardian consent. Applicants aged 16 must submit written permission from their parents or legal guardian. Without this, the application process cannot be completed.

How to Apply for a Licence at 16?

Eligible candidates can apply either online or by visiting their nearest RTO office. The process is simple and includes the following steps:

  • Fill out the application form online

  • Upload required documents such as age proof, address proof, and guardian consent

  • Pay the prescribed application fee

  • Appear for the learner’s licence test

The test checks basic knowledge of traffic rules and road safety. Once cleared, the learner’s licence is issued.

Strict Rules and Penalties

Although getting a licence at 16 is allowed, the rules are very strict. The licence is only valid for gearless vehicles up to 50cc. Driving a geared bike or car with this licence is illegal.

Authorities have made it clear that underage driving without a valid licence is a serious offence. Heavy fines can be imposed, and legal action may also be taken against parents or vehicle owners.
