India May Scrap NOC for Vehicle Transfers: Faster Interstate Car Registration Likely

The Government of India is considering a major reform to simplify interstate vehicle transfers by eliminating the need for a No Objection Certificate (NOC). The proposal, recommended by a committee under NITI Aayog, is currently under review by the Ministry of Road Transport and Highways.

At present, vehicle owners must obtain an NOC from the original RTO to confirm no pending taxes or dues, making the process time-consuming and paperwork-heavy. The new proposal suggests an automated clearance system using the VAHAN database, which already stores nationwide vehicle records digitally.

If approved, this move could make interstate vehicle transfers faster, more transparent, and hassle-free. It is expected to benefit individual owners, used-car buyers, and fleet operators by reducing delays, cutting bureaucracy, and improving efficiency in India’s vehicle registration system.
