Russia Expands Taxi Car List: Haval Crossovers, New Volga and Executive Sedans Included

Russia’s updated taxi vehicle list, effective March 1, adds models from Haval, Tenet, Sollers, and the revived Volga, aiming to modernize fleets and boost competition.

Russia is preparing a major update to the list of vehicles approved for taxi use. According to reports, the revised registry—submitted by the Ministry of Transport of Russia—will take effect on March 1 and could significantly modernize the country’s taxi fleets.

New models set to join taxi fleets

As reported by Mash, the updated list is expected to include several new vehicles:

  • Crossovers from Haval — Jolion, F7, and F7X

  • S-Class executive sedans from Tenet

  • Passenger minibuses SF1 and SP7 from Sollers

  • The revived Volga, with serial production expected to begin in April 2026

These additions could noticeably upgrade the quality and diversity of vehicles used by taxi operators.

Why the list was expanded

The move follows criticism from industry players who argued that the previous registry lacked modern, highly localized models.

Earlier, the approved list mainly featured vehicles from:

  • Lada (Granta, Vesta, Aura, Largus, Niva)

  • Moskvich (3, 3e, 6, 8)

  • Evolute

  • Voyah

With the new entries, the fleet is expected to expand to include two domestic and two Chinese brands, which should increase competition and provide more options for carriers.

Official document still pending

The final version of the updated registry has not yet been published. The Ministry of Industry and Trade of Russia said the official text will become available after the relevant government decree is issued.

If implemented as expected, the update could mark one of the most significant refreshes of Russia’s taxi vehicle standards in recent years.
